Parcel Stuck at Customs in Pakistan: Why It Happens and What to Do

By importfromchina.shop teamUpdated October 3, 20267 min read
Quick answer

A parcel is held at customs in Pakistan for a handful of reasons: customs disputes the declared value, the item is restricted (a phone, drone, medicine or branded lookalike), a document such as the invoice is missing or vague, or the item contains a battery. Find out which from the carrier, supply what is asked, pay the assessed duty, and if the item is not permitted, choose between return and abandonment. A duty-paid service handles all of this for you.

What does stuck at customs actually mean?

Your parcel has arrived at the airport cargo terminal, a courier's bonded facility or Pakistan Post's office of exchange, and customs has not released it. In the first few working days this is normal processing, not a problem. It becomes a problem when the carrier contacts you for something, or when a week passes with no movement. The first job is to find out which of the reasons below applies. Guessing wastes days.

What are the common reasons?

ReasonHow you find outUsual outcome
Duty assessed, awaiting paymentSMS, call or email from the courier or Pakistan PostPay, released in 1 to 2 days
Valuation disputeCarrier asks for invoice, payment proof or product linkDuty on the ruling value, then release
Restricted itemCarrier says customs requires approval or permissionHeld until approval, or return, or confiscation
Missing or vague documentsCarrier asks for CNIC copy, invoice or descriptionSupply them, assessment proceeds
Battery or dangerous goodsOften stopped before flight in China, or flagged on arrivalRerouted, returned or held
Counterfeit or branded lookalikeExamination finds a brand markSeizure, no refund from customs
Random examinationNo contact, just slowReleased after a few extra days

Reason 1: customs disagrees with the value

Pakistan Customs sets minimum values for many categories through valuation rulings. If your invoice says less than the ruling, customs assesses duty on the ruling value anyway. If the invoice is missing or looks implausible, customs may also ask for proof of what you paid, such as the platform order page or a bank statement line. You cannot argue a ruling down for a single parcel. The way through is to supply the documents asked for, accept the assessment, and pay. For how customs reaches the number, read the customs clearance process for air cargo.

Reason 2: the item is restricted

Some categories are held as a matter of routine. Mobile phones need PTA registration and tax. Drones need permission in advance and are often confiscated without it. Medicines, supplements and some cosmetics fall under DRAP and are frequently held or destroyed. Radio equipment, satellite phones and some walkie-talkies need PTA type approval. Replica branded goods are seized outright. If your item is in one of these groups, the hold is not a mistake and paperwork after the fact rarely fixes it. The full list is in what you cannot import from China to Pakistan.

Reason 3: missing or vague documents

A declaration that says gift, sample or accessories without a proper description invites a hold. So does an invoice with no value, or a recipient name that does not match the CNIC. The carrier will ask you for a CNIC copy, the invoice or a clear description. Respond the same day. Every day you wait is a day the parcel sits in the shed, and some carriers charge storage after a grace period.

Reason 4: batteries and restricted materials

Loose lithium batteries and power banks are restricted by air. Most are stopped at the China end and never fly, but some are flagged on arrival. Aerosols, perfumes, flammable liquids and strong magnets are in the same group. Devices with a built-in battery, such as earbuds or a phone, usually travel without trouble. If the parcel was accepted for a flight and then flagged, the usual outcomes are return to sender or a long hold. Declare these items honestly when you ask for a price so they are routed correctly from the start.

What should I do, step by step?

  1. Identify the carrier and get the tracking number. Check messages and missed calls. Couriers call or SMS the number on the waybill.
  2. Call the carrier and ask the exact reason. Write down what document, payment or approval is required.
  3. Supply documents within 24 hours. CNIC copy, platform invoice or order page, payment proof, product link.
  4. Pay the assessed duty promptly. With a courier this is paid to the courier along with their fee. With Pakistan Post it is paid on the demand notice or at delivery.
  5. If the item is not permitted, ask the carrier about return to sender and its cost. Return is often expensive. Abandonment means customs disposes of the goods and you receive nothing.
  6. Open a platform dispute if applicable. AliExpress and Alibaba Trade Assurance may refund a non-delivery, though seizure for a prohibited item is usually treated as the buyer's responsibility.

How long before customs disposes of unclaimed goods?

Goods that are not cleared within the permitted period are treated as unclaimed and can be auctioned or destroyed after notice. The period and the storage charges before it depend on the facility and the carrier. Do not rely on a long grace period. If you are not going to pay the duty or cannot provide what is needed, say so to the carrier rather than letting the parcel sit.

How does a duty-paid service avoid this?

Most holds come from four avoidable things: an unknown duty bill, a restricted item ordered without checking, weak paperwork, or a battery sent down the wrong route. A duty-paid single-item service checks the item before quoting, declines or reroutes anything restricted, prepares the declaration and the documents, and pays the assessed duty from the one price you already paid. If customs queries the shipment, the clearing agent answers, not you. That is how we handle every order. You send the link, pay once, and the parcel arrives with nothing to pay and no calls from the airport.

Frequently asked questions

Why is my parcel from China held at customs in Pakistan?

Most often because duty has been assessed and is awaiting payment, customs wants proof of value, the item is restricted, a document is missing, or it contains a battery.

How do I pay customs duty on a held parcel?

To the courier, who pays customs and bills you with a fee, or on the Pakistan Post demand notice. Pay promptly to avoid storage charges.

Can I get my money back if customs seizes my parcel?

Not from customs. A platform dispute may refund non-delivery, but seizure of a prohibited or counterfeit item is usually treated as the buyer's risk.

How long can a parcel stay at customs in Pakistan?

A few working days is routine. Beyond that, storage charges may apply, and uncleared goods are eventually treated as unclaimed and disposed of after notice.

Can I avoid customs holds by marking the parcel as a gift?

No. Pakistan has no meaningful duty-free threshold for parcels, and a vague gift label makes a hold more likely, not less.
