Importing a Mobile Phone From China to Pakistan: PTA Tax and ROM

By importfromchina.shop teamUpdated October 3, 20268 min read
Quick answer

You can import one phone from China to Pakistan, but it must be registered with PTA through DIRBS and the PTA tax paid, otherwise it is blocked on Pakistani networks after a grace period. The tax depends on the exact model and often cancels the saving on mid-range and flagship phones. China-market phones also run a Chinese ROM without Google services, so check for a global ROM version before you buy.

Can I import one phone from China to Pakistan?

Yes. A phone ships easily by air because the battery is built in, customs clearance is routine, and the China price for the same model is usually lower than in Pakistan. The problem is what it costs to use it legally on a Pakistani network, and whether the China-market version is the phone you actually want. Check both before you pay anyone.

What is PTA DIRBS registration?

PTA, the telecom regulator, runs a system called DIRBS that checks the IMEI of every device on Pakistani mobile networks. A phone whose IMEI is not registered and tax-paid is identified as non-compliant. New imported phones are given a grace period during which they work normally. After that, if the registration and tax are not completed, the phone is blocked from calls, SMS and mobile data on all Pakistani networks. Wi-Fi still works, but that is not what most buyers want.

Registration is done through the DIRBS portal or the PTA app, against your CNIC (or passport for visitors), using the phone's IMEI. You can check an IMEI's status before ordering if the seller shares it, and you should check it after the phone arrives, before the grace period runs out.

How much is the PTA tax?

It depends on the model. PTA publishes tax amounts by brand and model, and the figures change with budgets and policy. We do not quote amounts because they go stale. What matters is the shape of it: the tax rises with the phone's value, so on budget phones it is a smaller share of the price and on flagships it can be a very large share. The amount also differs depending on whether you register on a CNIC or a passport. Look up the exact model on PTA's official channels before you order, not after.

What happens if I do not pay?

The phone works for the grace period and is then blocked. Changing the SIM does not help, because the block is on the IMEI. Some sellers offer phones with a patched IMEI copied from a registered device. That is illegal and unreliable. Walk away.

When does the saving disappear?

Do this calculation first. Take the China price of the phone, add shipping and customs, add the current PTA tax for that exact model, and compare the total to the Pakistani retail price of the same phone with a local warranty. On many popular mid-range and flagship models the PTA tax alone closes most of the gap, and the China version arrives with a China-only warranty and a Chinese ROM on top. The import tends to make sense in three cases: the model is not sold in Pakistan at all, the local price carries an unusual premium, or you specifically want a China-only variant.

Our customs duty guide covers the customs part of the sum. The PTA tax is separate and is the bigger number for phones.

Chinese ROM vs global ROM

A phone sold on Taobao, JD or 1688 for the Chinese market runs a China ROM. In practice that commonly means no Google Play Services pre-installed, Chinese system apps that cannot be removed, system updates and notifications in Chinese, and app stores aimed at China. Some features may not work on Pakistani networks, such as VoLTE on certain carrier combinations, and the supported LTE and 5G band list can differ from the global version.

Many Chinese brands also sell a global version of the same phone, with a global ROM, Google services, multi-language support and bands for export markets. Some sellers on Chinese platforms list "global ROM" or "international version" devices. That is the version to ask for. Flashing a global ROM onto a China device yourself can void the warranty, trip security locks and is not supported on some brands. Buy the right version instead.

What commonly goes wrong?

  • The grace period passes unnoticed. The phone works for weeks, then stops. Register as soon as it arrives.
  • The tax was higher than assumed. Buyers estimate from an old figure or a different model. Check the current amount for the exact model.
  • China ROM frustration. No Google apps, Chinese notifications, missing bands. Buy the global version or accept the trade-off.
  • Counterfeit flagships. A new flagship at a fraction of the price on 1688 is a clone. Customs seizes counterfeits.
  • Refurbished sold as new. Used electronics are restricted for import and may be assessed at a higher value or refused.

How does a single-item service handle a phone?

You send the listing link on WhatsApp with the exact variant, including whether you want the global ROM version. You get one price in rupees within 24 hours covering the phone, air shipping, Pakistan customs and our fee, stated upfront, and you pay once before it ships. Delivery is 7 to 15 days after dispatch to any address in Pakistan. PTA registration is tied to your CNIC and is completed by you once the phone is in your hands, so ask how the quote treats the PTA tax before you pay. We handle one phone per order. For other devices with built-in batteries, see importing earbuds and smartwatches from China, and for the full restricted list see what you cannot import from China to Pakistan.

Frequently asked questions

Do I have to pay PTA tax on a phone imported from China?

Yes, if you want to use it on a Pakistani mobile network. The phone must be registered on DIRBS and the model-based tax paid, or it is blocked after the grace period.

How much is the PTA tax on an imported phone?

It depends on the exact model and changes with policy. Look up the current amount for your model on PTA's official channels. On flagships it is often a large share of the phone's price.

What is the difference between a Chinese ROM and a global ROM?

A China ROM is built for the Chinese market: usually no Google services, Chinese system apps and sometimes different network bands. A global ROM has Google services and multi-language support. Buy the global version where it exists.

Can I use a China-market phone on Wi-Fi only without PTA registration?

Yes. The DIRBS block affects mobile network use only. Wi-Fi continues to work, but most buyers want a phone that works as a phone.

Is a phone imported from China cheaper than buying in Pakistan?

Sometimes. Add the PTA tax, shipping and customs to the China price and compare with the local price. On many mid-range and flagship models the saving disappears. It is most worthwhile for models not sold in Pakistan.
